UnaryComparisonConditionalFormattingRule Constructor(UnaryComparisonOperator,Object,Boolean,Boolean)

The value.
The boolean value indicates whether the value is a formula.
true indicates that the expression, referred to by a custom name, will not be restricted; otherwise, false
