Symptoms: A report file copied into a new project has all of its controls piled up at location 0, 0.
Cause: The report has become disconnected from its resource file.
Solution: When you copy a report's *.vb file from one project's App_Code folder into the App_Code folder of a new project, you need to also copy its *.resx file from the original project's App_GlobalResources folder into the new project's App_GlobalResources folder.
